Our Team

Management

The BlueCHP senior management team brings decades of experience across the community housing sector, property development, and finance. As an Australian, Tier 1, Not-for-Profit Community Housing Provider, BlueCHP reinvests every surplus back into building more affordable homes.

Since 2008, we have successfully delivered major projects through initiatives such as the Housing Affordability Fund, the Social Housing Growth Fund, and the Nation Building Economic Stimulus Plan. As a result, our work continues to deliver real impact where it’s needed most.

Charles Northcote

Chief Executive Officer

Charles brings over 35 years of senior executive experience in operational, financial, and strategic leadership across Asia, Europe, the Americas, and Australia–New Zealand.
His career spans Community Housing, Chemicals, Engineering, Mining Services, Agribusiness, Building and Construction, Distribution and Logistics, and Merchant Banking. He has successfully led two organisations to achieve global scale, each exceeding one billion dollars in sales.

As Chief Executive Officer of BlueCHP, Charles has driven innovation in the building industry and positioned the organisation as Australia’s leading developer of Specialist Disability Accommodation under the NDIS, with successful expansion across Queensland, New South Wales, and Victoria.

Charles serves as Chairman of the Community Housing Industry Association – NSW and was awarded the 2018 Macarthur Regional Business Award for Outstanding Business Leader. He is a graduate of the Australian Institute of Company Directors and the Association of Corporate Treasurers (UK), holding a BCom (NZ) and MBA (Warwick, UK).

Matthew Whiteley

Chief Financial Officer

Matthew brings over 35 years of diverse commercial experience to the BlueCHP Group.

A CPA and MBA-qualified accountant, Matthew has held senior financial roles across a range of industries, including more than 12 years with large multinational infrastructure companies, as well as experience in manufacturing and business-to-business service sectors. He is also a GAICD-qualified director, further strengthening his governance and leadership expertise.

Matthew’s international work in Indonesia and Sweden has added to his cultural and professional perspective.

Before joining BlueCHP, Matthew served as CFO at Housing Plus in regional NSW, where he led the financial strategy for their successful Social and Affordable Housing Fund (SAHF) campaign. This achievement helped position the organisation for continued growth and expanded service delivery across the Central West of NSW.

Carol Maisetti

General Counsel & Company Secretary

As General Counsel and Company Secretary, Carol is responsible for governance, compliance, and risk management across the BlueCHP Group. She brings more than 20 years’ experience as a senior legal and governance executive, partnering with Boards and executive teams in complex, highly regulated environments.

Carol has held senior roles across leading professional services and in-house environments, including Baker McKenzie, with experience spanning Australian, APAC and global markets.

Her background includes financial services, fintech, property and other regulated sectors, with expertise in governance, major transactions, regulatory engagement, and organisational change. Carol brings a pragmatic, commercially astute leadership style and is committed to strong governance, ethical decision-making, and building trusted relationships that support BlueCHP’s purpose and long-term impact.

Sarah Donovan

General Manager – Governance & Risk

As well as BlueCHP General Manager, Sarah is the Group Company Secretary. A qualified Chartered Company Secretary and Fellow of the Governance Institute of Australia, she is a seasoned governance professional with a BA (Hons) in Business Law.

Sarah has held senior executive roles in listed and non-listed companies across a range of sectors, including transport, venture capital, pharmaceuticals, and consumer products. Since joining BlueCHP in 2015, she has supported the Board of Directors and the Management team across key governance, risk, and compliance functions.

Sarah has contributed to joint ventures with external partners such as Home4Life Limited; successful group integrations such as Mackay Regional Housing Company Limited; and major special projects.  She guided BlueCHP through its major governance restructure in 2016 and the current non-executive progressive Board Renewal Program (2023-25).

Darren Mew

National Manager Strategic Growth & Development

Darren has more than 30 years of experience in the Queensland property industry, including senior roles with major property developers and consultancies.

In 2014, Darren established BlueCHP’s Queensland office and is responsible for managing all aspects, including engagement with government, industry and the community.

As part of his current role, Darren drives national growth through partnerships with government, corporate, and philanthropic entities. He leads advocacy, stakeholder engagement, and co-investment strategies to secure development opportunities and strengthen policy influence. He also oversees the management of Connect Housing Group based in Mackay.

Darren is the Deputy Chair of Queensland Shelter, the state’s peak homelessness and housing association.

George Giannes

National Manager – Capital Markets & Special Projects

George leads national strategies in capital markets engagement and special projects, expanding BlueCHP’s financial capacity and organisational performance through funding diversification, strategic partnerships, and program innovation. He plays a central role in developing and executing complex funding and delivery frameworks with Federal and State governments, institutional investors, and private sector partners.

An accomplished property and development professional, George has extensive experience across acquisition, capital structuring, feasibility analysis, and end-to-end project delivery.

He holds multiple Masters Degrees from Bond University in Valuation and Property Development, Construction Practice, and Project Management, and is a Licensed Real Estate Agent and Registered Builder.

Glenn Amanonce

National Manager – Housing Construction & Delivery

Glenn oversees the BlueCHP national housing development and construction program. As part of this work, he ensures projects meet cost, quality, sustainability, and compliance requirements across all new-builds and redevelopments.

Since joining BlueCHP in 2016, Glenn has brought extensive expertise in property development, with a career spanning public companies, the private sector, and government. His experience covers the full project lifecycle, from concept through to delivery.

Glenn holds a Bachelor of Engineering (Construction) from the University of Technology Sydney, is a GAICD-qualified director, and is also a licensed builder. 

Michelle Northcote

National Manager – Disability Housing

Michelle joined BlueCHP in 2018 as Administration Manager for the Hunter Residences Program, a project that delivered 118 Specialist Disability Accommodation (SDA) dwellings across the Hunter Region of New South Wales. These homes were offered to participants moving out of large institutions which were no longer fit-for-purpose. Following the completion of this project, Michelle was promoted to the role of BlueCHP SDA Housing Specialist, where she established BlueCHP’s Specialist Disability Housing division and formed the Guide You Home (GYH) initiative. She developed the GYH Process, a Participant-led approach to designing and constructing suitable SDA homes for the long-term.

Michelle is now the BlueCHP National Manager for Disability Housing, working with a team of SDA Housing Specialists who develop SDA homes across New South Wales, Victoria, South Australia, and Queensland.

Fiona Tunnicliffe

Senior Asset & Tenancy Manager

Fiona has over 20 years experience in retail, commercial, and residential leasing management. She oversees the BlueCHP property portfolio across affordable, social, private, disability, and specialist disability dwellings, with an estimated value of more than $500 million.

Geraldine Baillet

Non-executive Director

Geraldine has extensive experience in governance, strategy, and risk, across infrastructure, education, health, and housing, with executive and advisory roles spanning NSW Treasury, NSW Health, and KPMG. Geraldine brings cross-sector insight and a focus on sustainability and community outcomes.

Nathan Deveson

Non-executive Director

Nathan has more 20 years experience as a senior Australian law partner, specialising in transaction structuring and tax in the real estate sector. He has significant experience as a division councillor and committee chair with the Property Council of Australia and has provided many years of pro-bono advice and committee experience to not-for-profit entities.

Robyn Scott

Non-executive Director

Robyn has over 30 years experience across property investment, funds management, and infrastructure. She has held senior roles with private, public, and ASX-listed organisations, including ING, Dexus, PwC, and Sydney Metro. Robyn has served on multiple boards and committees for over ten years.
