Opening Doors to 27 New Homes on the Brisbane Redlands Coast

BlueCHP has proudly marked the official opening of ‘The Carman’ Apartments in Cleveland, greater Brisbane. The project delivers 27 new social and affordable homes for seniors and Queenslanders living with disability.

Held on 16 March 2026, the milestone event brought together government representatives, project partners, future residents, and community members. Together, they celebrated the completion of this important development.

The project was officially opened by The Honourable Sam O’Connor MP, Minister for Housing and Public Works and Minister for Youth, alongside The Honourable Amanda Stoker MP, State Member for Oodgeroo and Assistant Minister for Finance, Trade, Employment, and Training.

The Carman represents more than a new building; it also reflects BlueCHP’s ongoing commitment to delivering safe, secure, and accessible housing for those who need it most.

Additionally, BlueCHP delivered this complex in partnership with the Queensland Government and key project partners. As a result, the development provides high-quality, community-focused homes. The homes are designed to support independence, dignity, and long-term well-being.

BlueCHP CEO Charles Northcote acknowledged the project’s significance and the broader need for continued housing delivery across the state.

The opening also highlighted the scale of housing demand across Queensland. As a result, the State’s long-term housing pipeline aims to deliver tens of thousands of social and affordable homes in the coming decades.

From vision to reality

The Carman was first conceived in 2021. The project was brought to life through close collaboration with a wide range of partners, including: Queensland Department of Housing and Public Works; idearchitecture; Bryant Building Contractors; Colliers; and Jacaranda Housing.

As noted during the official proceedings, projects like this are only possible through strong partnerships and shared purpose. Importantly, BlueCHP Project Manager Luke Beling reflected on the journey from planning to completion: “Projects like this happen because many people work together with a shared goal and a real commitment to delivering something meaningful. It’s incredibly rewarding to see it now serving the purpose it was intended for”.

Designed for community, dignity, and independence

The Carman has been carefully designed to provide practical, high-quality housing outcomes. It supports residents at different stages of life and with varying needs. Each home contributes to a broader vision of community housing that goes beyond shelter, offering stability, connection, and opportunity.

New residents, including Lynda and Lee-Anne, who attended the opening, are among the first to call The Carman home. As a result, this milestone marks the beginning of a new chapter in a safe and supportive environment.

Honouring the legacy of Tim Carman

The development is named in honour of Tim Carman (1964–2023), Senior Architect and Executive Director of idearchitecture, who served as Lead Design Architect on the project.

Tim played a pivotal role in shaping The Carman and was widely respected for his work in the affordable and social housing sector. As a result, his commitment to thoughtful and practical design has created a lasting legacy.

As noted in project materials:
“His efforts and results in projects like The Carman showcase his commitment and impact, and have greatly benefited and helped advance the community housing sector.”

Although he did not see the project completed, his vision is embedded in every aspect of the building. As a result, it will continue to positively impact residents for years to come.

Delivering impact where it matters most

The opening of The Carman contributes to BlueCHP’s broader mission. Specifically, it supports the delivery of affordable, social and specialist disability housing across Australia. This work supports vulnerable Australians and strengthens communities.
This project is part of a growing pipeline of developments across Queensland. Meanwhile, demand for housing continues to rise alongside population growth and affordability pressures.

By working closely with government and community partners, BlueCHP is helping to deliver long-term housing solutions. Ultimately, these solutions create lasting social impact.

A place to call home

Most importantly, The Carman is now home. As residents begin to settle in, the project’s true success is already being realised. It is reflected not just in bricks and mortar, but in the lives being changed. Because at its heart, this project is about more than housing. It’s about opening doors and creating pathways to stability, independence, and a better future.
